Q.1 What is a Cable Television Service?
Ans. Cable Television Service means distribution of TV programmes through a set of cable.

Q.2   Do I need a licence to establish a Cable TV Radio Station?

Q.3 How can I apply for Cable TV licence?
Ans. Cable TV license application can be obtained from the PEMRA Regional Offices (Lahore, Karachi, Islamabad, Peshawar and Quetta and 3 Sub Offices in the cities of Faisalabad, Multan and Sukkur). You may contact PEMRA Regional Office of your respective area for obtaining application form or it may be  downloaded from PEMRA website.

Q.4 What is the licencing procedure?
Ans. First of all you shall have to contact regional office of your respective area. It will provide you with an application and other details. You will have to submit the application form along with all the necessary documents to the Regional office or Sub office of your respective area. After scrutiny of the application form and documents, the Regional Office will forward the application to Cable TV Wing and that Wing on receipt of all the mandatory documents issue Cable TV licence.

Q.5 What is the licence fee?
Ans. Licence fee varies according to the number of subscribers and can be as low as Rs.10,000/-     and as high as Rs.1,750,000/-. For more information please visit Cable TV licencing page on PEMRA website.

Q.6 Is there any Cable TV licence application processing fee?
Ans. Yes, application processing fee is  Rs. 5,000/-.

Q.7 Are there any DO’s and DONT’s for Cable TV licensees?
Ans. Yes, PEMRA licensees are bound to comply with the Code of Conduct, PEMRA Ordinance, Rules and Regulations.

Q.8 Who is eligible to apply for Cable TV Licence?
Ans. A company registered with the Security and Exchange Commission of Pakistan under the Companies Ordinance, 1984 or the Registrar of the Firm, is only eligible to apply for Cable TV Licence.
Q.9 How much investment is required?
Ans It is difficult to give an exact figure as it depends on the quality of the Cable TV station and the current market prices.  PEMRA as a policy promotes quality products.

Q.10 Does PEMRA have any regulations regarding monthly subscription fee to be charged from Cable TV subscribers?
Ans. Yes, monthly subscription fee for basic service is minimum Rs.225/- and for premium services is Rs.350/-.

Q.11 Are there any standards which a Cable TV operators has to implement?
Ans. Yes, the Authority has issued “Standards for Cable TV” Regulations 2003.  For more information please visit technical standard page of PEMRA website.

Q.12 Whom do I contact in case of complaint?
Ans. Firstly, there are Regional General Mangers in the provinces and Islamabad.  Secondly, there are Councils of Complaints headed by eminent citizens in all provinces including Islamabad.  These are two forums where complaints should normally be lodged.  However, in case of a serious complaint or a serious technical problem, D.G.
